NYC council asks state's top court to allow non-citizens to vote in local elections.
The Council argues that legal noncitizens, who pay taxes and contribute to the community, should have voting rights.
The previous law allowing 800,000 non-citizen green card holders to vote was deemed unconstitutional last month by an appellate court.
The case will now head to New York’s Court of Appeals.
