This British student at UNC was recording his first experiences on campus when sirens blared out as an active shooter was identified. The student didn't react at first, you can see in his video that another student did the same but once the recording came over the intercom of an active shooter was on campus, and for everyone to run inside, the climate quickly changed to panic.
On a related note, it is odd the standard protocol for active shooter is to tell all the students to run inside where they are bunched together and easy to pick off. Seem like it would be wise to let them stay outside, spread apart with room to run away.
